Bill Selection
Proposed legislation relating to business, jobs, economic growth and elevation of income is nominated by the private sector for evaluation by the Institute. Those nominating include large corporate and small business interests, chambers, trade associations, professional societies, academic interests, legislators and individuals.

Weighting

Bills are weighted on a scale from 1 to 20 points. The most important legislation receives the highest points. A committee of economic growth, jobs & business representatives reviews each bill and assigns an initial weight. Private Sector Volunteer Focus Groups of knowledgeable experts in the field related to the legislation review the committees work, follow the bill through the legislative process and issue their recommendation for final review & evaluation by the RIED Board.

Floor Votes
Floor votes that reflect business positive support receive positive points.
Floor votes that reflect business negative support receive negative points.

Advocacy Points
Positive points are received for supporting business positive legislation in committee or opposing anti-business legislation at any level of the legislative process.

Negative points are received for supporting anti-business legislation in committee or opposing business positive legislation at any level of the legislative process. Negative points are also received for introducing anti-business legislation.

Notes
Legislators earning the most points make the highest score.
Others are scored on a curve against the highest pro-business score.
The Senate is scored on Senate actions & the House on House actions.
Absences represent a lost opportunity to score points. Points are not deducted.
Legislators may nominate any bill the legislator considers important to business and economic growth, jobs and elevation of income.
